Nashville, TN – Tonight, Governor Phil Bredesen will announce how he wants to use 4.5-billion dollars in stimulus funds to soften nearly 1-billion dollars in cuts to state services. Some of the money comes with strict spending instructions. WPLN's Jacqueline Fellows spoke with state capitol correspondent Joe White about how state lawmakers want to spend the portion that is discretionary.
